He referred to various links between his home county of
Norfolk and Gloucestershire not least agriculture, and both counties being
jealous of their history. He remembered that when fighting his first
parliamentary constituency election, he was well aware that you could not be
accepted within the county of Norfolk for at least twenty years; he referred
to the speed with which conditions in the agricultural community had changed
and instanced the Government White Paper of 2006 when food security had not
been an issue whereas now it was a major concern by reason, for example, of
drought in Australia and growth of crops for bio-fuels; he noted there was
now huge potential for the agricultural economy and it was vital that land
available for agriculture was not wasted. |

Replying to the traditional toast of ' the
maids, wives and widows of the ancient town of Cirencester' Church Warden
Douglas Gunary described restoration work required in the Parish Church
including new flooring, heating system and re-building of the Father
Willis Organ. He called on the Society to consider their support for an
appeal to be launched soon. 73 members and guests dined, 8 new members
elected.

The Venerable Archdeacon Sutch
made reference to the Parish Church and the urgent need of funds to repair
the South Porch, commonly known as the Town Hall. Restoration was last
carried out in 1908. Also a large amount of money was needed for repairs to
the fine "Father Willis Organ". Mr Justice Vaisey said something must be
done to raise money for the Church, "and it is up to the Society and
Individuals to do it". |

It was resolved to record its
keen sense of loss on the death of Mr William Flux. He was admitted as a
member in 1851 and devoted himself to the interests of the Society.
Appointed treasurer in 1860, through his ability and with assistance of the
late W.J.Cripps, Society now enjoys income from one third of the property
that passed under the will of John Edmonds and represents an income of £190
per annum for apprentiship purposes.
Suggested a permanent memorial to William Flux be provided by the Society. |

Letter received from
Mr.W.Cripps disclosing parishes of St.Mary Colechurch and St.Mary Battersea
were in receipt of rents of properties bequeathed by John Edmonds a founder
of this society. The Court of Chancery had sanctioned these receipts upon
statements to purport that this society had ceased to exist. Treasurer had
ascertained the income from these rents amounted to £350 per annum and that
a suit institured by the society in 1732 claiming a share of this income
bequeathed to the society for the benefit of poor boys in Cirencester had
been ordered to stand.
Agreed that treasurer pursue claim of society with parishes of St.Mary
Colechurch & St.Mary Battersea. . Representatives of these parishes present
at this meeting. |

"It was also ordered to be recorded that on the death of William Gillman
Esq. in the year 1844, Mr Webb the then secretary became the treasurer of
this society and continued to act as treasurer and secretary till his death
in August 1846, but he omitted to enter in the minute book the proceedings
of the annual meetings of this society in 1843, 1844, 1845 and 1846 and the
society have been unable to discover any minutes to supply the deficiency." |

"At a special meeting of the committee of management of the Cirencester
Permanent Library, 11th February 1836, the Rev. H A Pye in the chair. It was
moved by Mr Warner and passed unanimously that a letter be addressed to Mr
Webb as secretary of the Cirencester Society in London. acknowledging the
receipt of his letter and expressing the sense entertained of the gratifying
compliment, and of their liberal contribution stating also that they are not
at present engaged to fix on any special object to which it will be
desirable to appropriate their contribution, it will be gratefully recorded
in their journals and that the source from which the generous donation has
proceeded, shall be distinctly marked on whatever may be purchased with it"

At the third quarterly meeting held on 5th November 1788 it
was proposed by Mr John Reynolds, seconded by Mr Archdale Wilkins "That at
the meeting is held on the Great Jubilee year of our century since the
Glorious Revolution, that we the members present should notice it with as
much joy as the nature of that Glorious Day require. Which all the members
present joined the worthy president in his pleasing motion to commemorate
that day and to the pious memory of the Great King William."

"The treasurer
reporting that in consequence of a resolution of last general meeting a
clock for the life of the Grammar School at Cirencester had been bespoken
and is now finished and ready to be sent to Mr John Crips the younger being
present at the meeting. He is requested to present the compliments of this
society to the Rev. Mr Whitlock and beg in their names a whole holiday for
the boys when the clock s fixed up and the treasurer is hereby ordered to
pay into the hands of the said Mr Crips ten shillings to be expended in
cakes and ale on that occasion."
Thomas Gables, a scale beam maker attended and reported taking Robert
Atkins, a native of Cirencester as an apprentice. Society agreed to pay two
guineas to Mr Gables on completion if Indentures.

Thomas Master who
relinquished his seat in Parliament and moved from Cirencester to Bath in
favour of his son requested to be omitted from the list of members of the
society and exempt from forfeitures. This was agreed. Members agreed to
support an appeal to pay for repairs to the Grammar School prior to the
reception of the Rev. Mr Ford. The Hon. Lord Bathurst suggested the society
subscribe ten guineas to this fund which was agreed. "It being represented
that Captain William Master has been abroad in service of his country for
most part of his time since his last payment of forfeitures and is now
ordered with his Regiment to Gibraltar and consequently not able to attend
this society. He would be well pleased to have his name omitted out of the
list of members of this society. The treasurer is hereby ordered to omit it
accordingly" |

"Mr Thomas Harrison
reported that in or about the months of September last he received from Ms
Joseph Freame & Son the executor of Mr John Freame (our late worthy father &
treasurer deceased) the sum of Twenty Five Pounds in Benefaction directed by
the said John Freame to be paid to this Society, & the same is carried to
the credit of the account of this society by the treasurer".
The treasurer was ordered to purchase fifty pounds stock in the joint stock
of the East India Company and added to the one hundred and fifty pounds
already their property.
Mr Thomas Kilner proposed and admitted a member of the society "it having
been intimated that the White Lyon in Cornhill was in some respects
inconvenient to part of this society to meet at & Mr Atkinson being
consulted on this occasion frankly declared that in point of profit it was
not worth his while to desire a continuation of it".
Members unanimously agreed to have their next meeting at the Queens Arms
Tavern, in St Pauls Churchyard. The summonses were directed to be issued for
the society on the first Wednesday of next month (March 1746) at the said
Queens Arms Tavern & so from time to time until otherwise ordered by a
future annual meeting. |

"The society
considering that the several rules & bye laws which from time to time since
their first establishment have been found necessary to be made by the said
society are some of them obsolete and the most scattered and 'confusily'
preserved do appoint and hereby in power, John Freame, James Clutterbuck,
Thomas Harrison, Nathanial Cole, John Davis & John Jenkins or the major part
of them to be a committee for perusing, collecting & selecting such rules &
bye laws as by them shall be deemed fitting for and necessary to the well
regulating of this society out of the many which have heretofore been made
and that the said rules & bye laws selected shall be transcribed in this
book and have all due weight and authority & as such shall henceforward be
read every year at the annual meeting". John Powell petitioned the society
stating that he was now bankrupt and destitute although recently had been
chosen by the Ironmonger Company as their under beadle which included a
house to live in. The petition to this society was for assistance in the
purchase of furniture. John Powell has been a member of this society for
many years and his uncle Thomas Powell was one of the benefactors and first
founders of this society.
Members agreed that a sum not exceeding ten pounds be paid for the purchase
of necessary furniture. |
